Is to provide Carroll County residents with integrated solid waste services.
Who we are
The Carroll County Solid Waste Authority (CCSWA) is a special unit of local government formed as a partnership of Carroll County, Berryville, Eureka Springs, and Green Forest.
The Carroll County Solid Waste Authority was initially established in December of 1981. The most significant solid waste management activities however, didn’t begin to take place until the early 1990’s when the Mayor’s of the class “A” cities including Berryville, Eureka Springs, Green Forest and the County Judge applied to the Arkansas Secretary of State for designation of the authority as a public body, body corporate and politic pursuant to ACT. 699 and ACT 919 of 1979.
The creation of the authority enabled participants to address the handling of solid waste in a more comprehensive manner while taking advantage of economics of scale that resulted from separate entities working together as one unit. The mission was to establish and implement a fully integrated solid waste management program that included:
- Collection
- Disposal
- Recycling
- Waste reduction
- Special Materials
- Public Education
The Carroll County Solid Waste Authority, its Board of Directors, and its staff understand and accept the responsibilities inherent with providing for the efficient collection, handling and disposing of solid waste that is generated within the county borders. In addition it is essential that existing programs continue to be expanded or enhanced in order to meet both the needs of our citizens and to protect the fragile environment of North West Arkansas.
From Authority to District
In October of 2019, Arkansas Pollution Control and Ecology Commission approved CCSWA becoming a single county Regional Solid Waste Management District pursuant ACT §8-6-701. We strive to improve and fulfill our responsibilities to Carroll County.
